remove the petcock tape over the petcock holes
Pour 1 quart of oil and a several loose nuts and bolts into tank , the more the better, and slosh around, the hardware knocks the rust loose and the oil traps it in liquid for pouring.
Pour out liquid.
Take petcock apart for cleaning and replace fuel line.
There is probably a sealant available at auto stores.

After you remove the loose rust, you need to treat the inside of the tank with 'Creme'. It makes a ceramic like coating over the rust. You can find it at auto stores. Follow the instructions carefully and it will last. Clean all fuel system related parts before reassembly...drain float bowl, clean carb, petcock, replace/clean filter if applicable.
